The output of preexec and postexec scripts goes to the output of
rsnapshot.
Is there some difficulty for you to see the output of rsnapshot?
If so, I think you should focus on seeing the output of rsnapshot.
For me the output of rsnapshot is emailed to root by cron when
rsnapshot is run automatically. (Or if I run rsnapshot manually
the output is displayed there.)
If output from root cron jobs is not going to you (or your sysadmin),
then you have bigger problems than preexec and postexec output.

why is the output of cmd_preexec and cmd_postexec scripts not written to
logfile if verbose and loglevel are set to 5? It would be helful to
catch debug output of pre and postexec scripts too.
